Functions and tasks

The Department of Organization, Inspection and Legal Affairs is the unit that advises and assists the Rector in the areas related to organizational structure, personnel, emulation - reward, inspection, legal, and implementation of specific tasks:

1. Organization – Personnel affairs

- Develop staff planning, propose plans for building and developing human resources of the school; supervise the units to implement the construction plan, training, planning and fostering the staff; allocate labor plans, payroll targets; manage and use the staff of the school;

- Arrange the organization of the apparatus, develop tasks and responsibilities of working relations, working margins of organizations and individuals in the University. Monitor, inspect and urge the units to perform functions, duties and working regimes;

- Make annual recruitment plans; guide and supervise the units to comply with the recruitment process; help the recruitment council to recruit officials and appoint them to ranks;

- Manage the records of officials and employees; implement the policies of officials; advise and prepare the signing of labor contracts;

- Emulation and commendation throughout the University. Coordinate to propose, develop a plan and organize the participation in the activities of the emulation unit of Khanh Hoa Province;

- Assume the prime responsibility for developing and submitting to the Rector for approval the University's strategy, planning, plans, regulations, regulations and guidelines on the work of officials and organizational apparatus in accordance with the provisions of law and practical conditions of the University;

- Assume the prime responsibility for developing and organizing the implementation of projects on the establishment, merger, division and dissolution of units and organizations in the University in a lean manner and in accordance with the current provisions of law; 

- Proposing to the Rector to set up and coordinate all advisory councils, advisory committees, and working groups to perform the tasks of the University (except for the regular professional functions of the institutions);

- To take the lead in developing the regulations on organization and operation; to regulate the functions and tasks, the organization and personnel of the University; to handle the decentralization and delegation of management of the University;

- Lead in reviewing, amending and supplementing the development strategy of the University; mission, vision and core values of the University; educational philosophy of the University;

- Assume the prime responsibility for developing and periodically reviewing the Work Placement Scheme of the University and each institution;

- Study and propose personnel and organize the implementation of steps in the staffing process, including appointment, reappointment, transfer, rotation, resignation and dismissal of managers in the University in accordance with the regulations of the competent levels;

- Assume the prime responsibility for developing plans and organizing the implementation of labor contracts, job change, job transfer, resignation, extension of working time, retirement; examinations for examinations, consideration for raising the rank of officials in the University with the competent levels;

- Monitor and check labor norms, organize annual evaluation and classification of VCs and laborers, take the lead in managing the discipline of officials and employees;

- Manage records and resumes of VCs and laborers in accordance with state regulations;

- Develop and promulgate documents regulating the school's policy regime for VC & Labor;

- Make a list of additional income, holiday and Tet regimes according to the internal spending regulations; coordinate with the Planning and Finance Department to report the increase or decrease of social insurance (social insurance) as prescribed;

- Assume the prime responsibility for organizing the salary increase, rank transfer, career title promotion, and salary ranking transfer according to the current regulations for VC and laborers; appointing the title of Professor and Associate Professor of the University;

- Organize the implementation of policies for VCs and laborers, including: Retirement, social insurance leave, toxic allowances, and career incentives allowances;

- To organize the implementation of regimes and policies for cadres before they retire, cadres being invalids and relatives of martyr families.

2. Internal inspection and examination

- Inspecting the implementation of policies and laws on higher education;

- Inspection of the implementation of educational objectives, plans, programs, contents and methods; professional regulations, examination regulations, issuance of diplomas and certificates; the implementation of rules on curricula and lectures; the management of finance and assets; scientific and technological activities and international cooperation; the organization of staff; the implementation of regulations on conditions to ensure the quality of school education;

- Inspecting the implementation of the law related to the organization and activities of units, organizations and individuals of the University;

- Performing the tasks of receiving citizens, settling complaints and denunciations in schools following the law on receiving citizens, complaints and denunciations;

- Perform anti-corruption tasks in the field of education following the law on anti-corruption;

- Report and summarize the inspection experience; the settlement of complaints and denunciations and the anti-corruption work of the school at the request of the Rector and the Superior Inspector; recommend amendments and supplements to the State's policies and regulations on education.

Legal activities

- Assume the prime responsibility for, and coordinate with relevant departments in advising and assisting the University Council and the Rector on legal issues of the unit; protect the lawful rights and interests of the University, the unit, its officials, lecturers, staff and learners;

- Advising the University Council and the Rector on the preparation of comments on draft legal documents submitted by agencies and units; making recommendations to competent agencies in amending, supplementing or promulgating legal documents;

- Participate in legal opinions on documents prepared by other units of the University before submitting them to the University Council and the Rector for signing;

- Organize the propagation, dissemination and education of the law; rules and regulations of relevant agencies and the school for officials, employees and learners;

- Coordinate with relevant functional departments to inspect and supervise the implementation of propaganda and education to raise legal awareness in the school;

- Assume the prime responsibility for coordinating with relevant units in helping the University Council and the Rector to monitor, urge and inspect the implementation of legal documents of the State; papers on management, direction and administration of the University and its units; propose measures to prevent, overcome consequences and handle violations of laws, rules and regulations in the operation of the University and its departments;

- Implement the regime of reporting on the implementation of legal affairs to the educational management agency and the Rector according to regulations;

- Assist the Rector in preparing comments on the draft legal documents submitted by agencies and units to collect comments and recommendations of competent agencies in amending, supplementing or promulgating legal documents;

- Assume the prime responsibility for, and coordinate with related units in organizing the propagation, dissemination and education of the law of the State; rules, regulations and regulations of the University for officials, employees, lecturers and learners; inspecting and supervising the implementation of propaganda, education and raising legal awareness throughout the University;

- Assume the prime responsibility for, and coordinate with concerned units in assisting the Rector in monitoring, urging and inspecting the implementation of legal documents of the State; documents on management, direction and administration of the University; recommending measures to prevent, overcome consequences and handle violations of laws, rules and regulations in the University's operations.

Other Works

- Performing quality assurance tasks according to the functions and duties of the unit and other tasks assigned by the Rector;

- Authorize the Rector to certify the background of the Labor Union; propose the settlement of annual leave, sick leave and extraordinary leave for the Labor Union according to regulations;

- Participate in the Advisory Councils according to their assigned functions and tasks;

- Conducting the publicity of the teaching staff;

- Take the lead in the transparent declaration of assets;

Perform other duties assigned by the Director General.
